A Casper man has been arrested on charges of Failing to Register as a Sex Offender and Possession of A Controlled Substance- Methamphetamine, according to Sheriff’s Department officials.
Arrest paperwork says that 60-year-old Everett William Phillips was a suspect in multiple Natrona County Sheriff’s Office and Casper Police Department criminal cases. Sheriff’s investigators say they attempted to contact Phillips at his place of residence, but found the home to be vacant.
Phillips is currently on the Wyoming Registered Sex Offender’s list for a Conspiracy to Commit 1st Degree Sexual Assault With Intrusion charge from May of 1990.
Investigators note in a Sheriff’s affidavit that Phillips had “continual failed to register his place of residence, vehicles, and employment; and that he had two previously filed affidavits for his failure to register from August and December of 2016. The affidavit further says that Phillips is required to update his place of residences within 3 days, and at the time of the affidavit, that deadline had expired.
The suspect was arrested on March 16th, when Sheriff’s Investigators observed Phillips in a truck, and entering a local business. Contact was made by law enforcement and Phillips was arrested. A subsequent inventory of the suspect’s vehicle uncovered a white paper bindle containing a crystal substance that tested presumptive positive for methamphetamine.
A closer examination of the paper bindle revealed that it was made of a partial piece of 7th Judicial District Court paper work, which included Phillips’ name as a listed defendant.
Phillips recently made headlines when he and two others were arrested and booked on charges of Possession of Methamphetamine. A fourth individual was also arrested on non-drug related charges in the same incident.
The affidavit says that he has two current misdemeanor possession of methamphetamine cases in the 7th Judicial District, as well as one conviction.
All charges in any criminal case are subject to change and all suspects are presumed innocent until otherwise proven in court.
